After the adoption in December 2002 of SOLAS new Chapter XI-2 and the ISPS Code, Russia launched the work on implementation of the requirements of those international standard acts, though the security assessment and preparation of security plans was completely new task. Taking into account extremely short terms, and in the absence of duly trained officers in shipping and stevedoring companies it was recommended to recruit approved expert organizations, satisfying the Ministry’s requirements for carrying out the needed work package on security assessment and drawing up of the plans.
