RMSS' Main directions of activities:

  1. Development of complex measures intended to ensure security of Maritime navigation and protection of ships from threats of terrorist actions, armed assaults in ports and high seas, control of their specific implementations.
     

  2. Organizing and conducting control over fire prevention measures on ships and shore-based facilities of Federal state owned sea transporting organizations.
     

  3. Conducting methodical support and supervision of simulation training at training-simulation vessels and shore-based training-simulation centers for crew members of sea ships related to survival of ships and humans at the sea.

Practical activities of the Service are aimed to development of an integral system, which ensure reasonable centralizing, legitimacy of planned and conducted measures, maximum transparency and simplicity for participants of the process, efficient interaction with both Russian and international relevant parties.

To ensure fulfillment of the formulated tasks, the Service has the properly qualified personnel with appropriate knowledge and skills in the area of security of maritime objects, abilities for assessment of probable risks, their character, etc.

Security Related Basic Functions of Maritime Security Service:
  1. Implementation of complex measures aimed toward practical implementation of requirements set by Chapter XI-2 of the International Convention for the Safety of Life at Sea, 1974 (SOLAS-74 Convention) and the International Ship and Port Facility Security Code (ISPS Code).
     

  2. Interaction with relevant foreign bodies and structures.
     

  3. Coordinating activities of enterprises and bodies, subordinated to the Ministry of Transport of the Russian Federation, commercial and non-commercial organizations of the transport complex aimed to implementation of requirements of Chapter XI-2 of SOLAS-74 Convention and ISPS Code.
     

  4. Development of requirements to ensure security of ships and port facilities of the transport complex with subsequent assessment of their security and issuance of certificates in compliance with international requirements.
     

  5. Organizing of training of security experts and issue of certificates in compliance with international requirements.
